Location: U.S. Army Garrison – Kwajalein Atoll (USAG-KA), Republic of the Marshall Islands
Position Type: Full-Time, OCONUS
Clearance Required: Active SECRET

Position Summary

The Marine Lieutenant is a Key Personnel position responsible for leading and conducting maritime security patrol operations in support of U.S. Army Garrison – Kwajalein Atoll (USAG-KA). The Marine Lieutenant will operate Government-furnished vessels and conduct security patrols throughout the atoll and surrounding waters to protect personnel, vessels, facilities, and mission activities and prevent unauthorized maritime access.

The position requires significant maritime patrol experience, demonstrated small-vessel operational expertise, and the ability to perform security operations in a remote OCONUS maritime environment.

Essential Duties and Responsibilities

  • Conduct marine security patrols throughout Kwajalein Atoll, surrounding waters, harbor areas, and designated outer reefs.
  • Operate Government-furnished patrol vessels in support of routine security operations, emergency response, and mission requirements.
  • Patrol designated harbor grids, shipping berth perimeter areas, fuel piers, recreational vessel lanes, restricted zones, and other designated areas.
  • Detect, intercept, screen, and direct unauthorized vessels away from restricted or controlled waters.
  • Conduct maritime sweeps and control access to designated off-limits or hazardous areas during mission operations.
  • Lead and coordinate assigned marine patrol crew members, including the Deckhand/Engineman.
  • Support Search and Rescue (SAR) operations and participate in required SAR training and exercises.
  • Conduct daily pre-departure vessel safety inspections and ensure vessels are safe and mission-ready.
  • Perform and oversee operator-level preventive maintenance and identify mechanical, structural, or electronic deficiencies.
  • Maintain required vessel logs documenting operations, drills, vessel condition, preventive maintenance, and crew/passenger status.
  • Immediately report marine accidents, incidents, equipment failures, and other significant events in accordance with established procedures.
  • Support approved transportation and marine escort requirements for VIPs and distinguished visitors.
  • Execute severe-weather and typhoon vessel protection procedures in coordination with USAG-KA personnel.
  • Comply with applicable Army regulations, Coast Guard requirements, installation policies, safety requirements, and maritime operating procedures.

Minimum Qualifications

Candidates must meet the following requirements:

  • Minimum 5 years of experience conducting maritime patrols.
  • Must be a U.S. Citizen.
  • Must be at least 21 years of age.
  • Must possess a valid U.S. driver's license.
  • Must possess a valid U.S. Coast Guard National Operator of Uninspected Passenger Vessel (OUPV) credential for Less Than 100 Gross Tons Upon Near Coastal Waters, IAW AR 385-10.
  • Must possess a valid Radar Observer endorsement as required by the U.S. Department of Homeland Security/U.S. Coast Guard Marine Safety Manual, Volume III, Marine Industry Personnel, COMDINSTM 16000.SB.
  • Must possess a current, active SECRET security clearance.
  • Must be able to successfully complete the Installation's Harbor Patrol Training prior to performing assigned duties.
  • Must be able to satisfy all applicable Individual Reliability Program (IRP) and AR 190-56 requirements prior to contract performance.
  • Must be able to successfully complete all required medical, physical, drug screening, background, firearms/weapons qualification, and other pre-employment readiness requirements.

Additional Requirements

The selected candidate must be able to complete and maintain all Government-required certifications, licenses, training, medical clearances, security requirements, and Individual Reliability Program documentation required for assignment to USAG-KA.

This position operates in a remote tropical maritime environment and requires the ability to work aboard small vessels, outdoors, around water, and during emergency or special mission operations as required.
