- Accountabilities: Design and execute comprehensive organizational change management strategies that support program transformation initiatives and operational improvements. Conduct organizational readiness assessments to identify stakeholder impacts, risks, resistance points, and adoption challenges. Develop and implement communication, engagement, and training plans that encourage user adoption and minimize disruption during change initiatives. Facilitate leadership alignment sessions, stakeholder workshops, and change champion networks to strengthen organizational buy-in and collaboration. Create and optimize workflows using performance analytics and operational data to improve efficiency, compliance, and service delivery outcomes. Translate business and operational requirements into functional process improvements and technology adoption strategies. Build strong relationships with internal teams, leadership, and external stakeholders to support successful implementation efforts. Lead cross-functional working groups focused on solving operational challenges and improving interdepartmental coordination. Communicate complex policies, technical updates, and process changes in a clear and accessible manner to diverse audiences. Establish feedback loops and measurement frameworks to evaluate change effectiveness and continuously improve adoption strategies. Requirements: Bachelor’s degree in Business, Organizational Development, Public Administration, Information Systems, or a related field. 8+ years of experience in organizational change management, process improvement, or operational transformation initiatives. Proven experience leading change management efforts within Veterans Affairs environments or similarly regulated industries. Strong expertise in stakeholder engagement, business process optimization, and technology adoption strategies. Experience conducting organizational readiness assessments and developing communication and training programs. Ability to analyze operational data and translate insights into actionable process improvements. Excellent verbal and written communication skills with the ability to explain complex concepts clearly to varied audiences. Strong facilitation, collaboration, and relationship-building abilities across executive and operational teams. Experience working in cross-functional environments with evolving priorities and large-scale transformation programs. Preferred qualifications include a Master’s degree and certifications such as Prosci, ACMP, or PMP. Familiarity with digitization technologies, automation tools, and data analytics platforms is considered a strong advantage.
