Creates and manages operational plans for TAP execution. Coordinates with regional leadership, Benefits Advisors, curriculum/training, data/reporting personnel, subcontractors, and Government stakeholders to manage schedules, staffing, travel, event coverage, risks, quality, and customer satisfaction.
- Lead TAP operations in accordance with the PWS, approved project plans, operational deployment requirements, quality controls, and coverage requirements.
- Manage daily operations for a geographically dispersed workforce across CONUS and OCONUS installations, permanent sites, itinerant sites, and VA-approved virtual or off-installation events.
- Issue operational directives, schedules, assignments, and priorities to ensure full coverage with qualified, trained personnel.
- Coordinate Benefits Advisor support for VA Benefits and Services briefings, one-on-one engagements, pre-separation counseling support, Capstone support, Military Life Cycle briefings, warm handovers, and Reserve/National Guard events.
- Sustain a regional hub-and-spoke model with command-and-control visibility for high-, medium-, and low-demand locations.
- Partner with VA M2CR, the Government PM, COR, ACORs, installation stakeholders, regional teams, and subcontractors to plan, track, and resolve requirements.
- Monitor staffing, onboarding, background investigations, PIV requests, training completion, vacancies, surge needs, travel, and coverage gaps.
- Ensure timely reporting for schedules, attendance, satisfaction, referrals, staffing/training rosters, travel worksheets, operations reports, and Government data calls.
- Identify and manage risks affecting staffing, scheduling, event delivery, travel, installation access, training, quality, customer satisfaction, data reporting, or continuity of operations.
- Serve as an escalation point and provide accurate updates to the Program Manager and Government stakeholders, including same-day acknowledgement of Government requests during regular duty hours.
Required Skills and Experience
- Bachelor’s degree or commensurate experience
- 8+ years of relevant experience
- Demonstrated expertise leading teams and managing national-scope projects in the Federal Government or Department of War
- Proven experience managing day-to-day operations of a geographically dispersed workforce
- Proven experience issuing directives and schedules necessary for effective project management
- Experience managing operational schedules, staffing coverage, project status, risks, issues, quality inputs, and client reporting.
- Ability to coordinate operations across multiple locations, stakeholders, and delivery modes, including in-person, virtual, permanent-site, itinerant-site, CONUS, and OCONUS environments.
- Excellent communication, presentation, analytical, stakeholder coordination, and problem-solving skills.
- Ability to comply with VA access, privacy, information security, PIV, background investigation, Rules of Behavior, and professional conduct requirements.
Preferred Skills and Experience
- Prior experience supporting VA, TAP, military-to-civilian transition, Veterans benefits, workforce readiness, or related Federal benefit programs.
- Experience managing Benefits Advisor, field operations, customer-facing service delivery, military installation support, regional hub-and-spoke operations, or command-and-control models.
- Experience with Federal contracting operations, SCA workforce environments, SOFA/OCONUS coordination, travel planning, surge support, or continuity-of-services transitions.
- Experience using project management, event scheduling, data reporting, or shared repository tools for operations and short-notice data calls.
- PMP, Certified Scrum Master, SAFe, Lean Six Sigma, or similar project/operations management certification.
